THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Viscount Morley, forwards herewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 23rd March, 1911, relative to an attack on Pawngseng, in the Northern Shan States, by Kachins, from Chinese territory.

PLEASE refer to our telegram dated the 19th instant. telegraphed on the 22nd instant as follows:---

March 23, 1911. Burmah Government

"Survey sheet No. 23, S.E., north-eastern frontier series, shows positions of Pawnseng, or Hpawnghseng, and Powang, or Pawan. Hpawnghseng is the principal village in the Fowang circle, which is a circle on the river Salween. The places are situated in about latitude 24° 5"
